Even though the Election is long gone, it is only now its impact on the lettings market can be reported. Since the start of the year we have experienced high demand for rental property across all our offices, across a broad range of prices. This is being driven by the recovery of the economy with an increasing number of new jobs being created in the Capital, especially in the financial sector. Last year was a very successful one for our clients. Having lobbied for years against the ‘slab like’ levels of Stamp Duty Land Tax (SDLT) I am delighted they have been removed. There are however already a number of unintended consequences resulting from the new 10% and 12% Stamp Duty thresholds.

In his Autumn Statement the Chancellor of the Exchequer made an important and little discussed amendment to the Capital Gains Tax (CGT) Private Residence Relief - Final Period Rule. This will affect anyone who has let out their former home within the three years before selling it. From 6 April 2014 the final period exemption will be reduced from 36 months to 18 months, so if you have a property which was your principal residence up to three years ago which is now let, you need to act sooner rather than later or face the possibility of a hefty CGT bill.

2014 has started exceptionally well with activity seen across all our 20 offices, and 2013 is already a distant memory. Year on year applications taken in January were up 33.9%, matching activity usually reserved for the summer months - the peak of the market in the annual lettings cycle. Transaction levels in January was also up by a staggering 25.8%.

We saw an 8.1% difference between applications and actual transactions, but this was due to the increasing amount of multiple offers we are receiving on the same properties.

In the Budget the Government made changes to the taxation of property which revolves around ‘non natural persons’ (NNPs) who own UK property worth more than £2 million. The definition of NNPs is wide enough to cover most corporate or trust structures. These could be companies, collective investment schemes and partnerships which have a company as a partner wherever they are resident. Green light for East-West line

This week's Autumn Statement announced that the Government is backing "East West Rail" between Oxford and Bedford as part of the National Infrastructure Plan. The new line, which aims to be open by 2017, will provide a fast link from Oxford to Bicester, Leighton Buzzard, Milton Keynes and Bedford, by-passing London and linking the West of England with the Midlands and the North.

VAT Increase to 20%

Over the next six months we will see transaction costs rise steeply with the increase in VAT to 20% in January and Stamp Duty Land Tax rising in April to 5% for all purchases over 1m. As we enter the autumn I can report a very different market for lettings compared to this time last year, with a significant shortage of rental property in central London. In Fulham and Parsons Green, where I am based, we have seen our rental portfolio drop by around 50% from the same period and in turn rents increase by up to 20%.
